Last checked: 19 July 2026. A heat pump can be a sensible replacement for some UK heating systems, but βworth itβ is a property-specific design and cost question. The answer depends on the home’s heat demand, emitter and hot-water design, the system being replaced, tariffs, grant eligibility and the complete installed quotesβnot a universal saving or payback claim.
Short answer: when is a heat pump worth considering?
Consider it when a room-by-room heat-loss survey supports the design, the proposed emitters and hot-water system are specified, the exact equipment and controls are named, and at least two complete quotes can be compared with your current heating costs using transparent assumptions.
Pause when the sales case relies on a generic house size, one headline COP, a fixed percentage saving, an unconfirmed grant, or a price that excludes radiators, cylinder, electrical/civil work, commissioning or making good.

Boiler Upgrade Scheme: 19 July versus 21 July 2026
On 19 July 2026: the new grant-category notice is published, but it says the new set of values becomes effective on 21 July 2026. Do not treat an earlier application as automatically entitled to a later category. Ofgem says the uplifted rules apply to applications properly made on or after 21 July 2026; βproperly madeβ depends on Ofgem having the information, consent and identity verification needed to assess the application.
From 21 July 2026: in England and Wales, an eligible air-to-water or ground-source heat pump at an off-gas-grid property replacing oil or LPG has a Β£9,000 category. The Ofgem uplift is stated to run through 31 March 2027.
The Β£9,000 value is not universal. Under the published category notice, an air-to-water or ground-source installation outside that oil/LPG uplift normally has a Β£7,500 category where eligible, and a qualifying residential air-to-air installation has a Β£2,500 category. Other off-gas-grid replacement-fuel categories have their own values. Check the notice row that matches the exact property, technology and displaced heating system.
BUS applies in England and Wales. Scotland and Northern Ireland have different support arrangements. GOV.UK states that one grant is available per property and that hybrid heat-pump systems are not eligible for BUS. An MCS-certified installer applies on the property owner’s behalf; the grant should be shown as a deduction in the agreed quote.

Calculate running-cost comparisons from your own inputs
Do not compare the electricity used by a heat pump with the fuel bought by a boiler. First put both systems on the same basis: useful heat delivered to the home.
Define:
Q= annual useful space-heating and hot-water heat demand in kWh, using a defensible survey or consumption model;Pe= the electricity unit price in pounds per kWh for the tariff and charging pattern being modelled;SPF= the proposed heat-pump system’s seasonal performance factor from the property-specific design estimate;Pf= the comparator fuel price in pounds per kWh;Ξ·f= the comparator heating system’s seasonal delivered efficiency as a decimal.

Annual energy-cost difference: heat-pump energy cost β comparator energy cost. A negative result means the heat-pump energy line is lower under those inputs.
Break-even SPF: (Pe Γ Ξ·f) Γ· Pf. The proposed seasonal performance must exceed this value for the heat-pump energy line to be lower, before other differing costs are added.
Use unit prices for the same period and treatment of VAT. Add any standing-charge difference only if the old fuel connection will actually be removed. Model hot water, immersion use, pumps, backup heat and time-of-use tariffs explicitly where they affect the design. A single laboratory COP is not an annual SPF and should not be substituted without evidence.
Calculate capital comparison and simple payback without invented averages
Compare complete, like-for-like scopes:
Net heat-pump capital cost: complete installed heat-pump quote β confirmed grant
Incremental capital cost: net heat-pump capital cost β complete alternative-heating quote
Annual operating-cost reduction: alternative annual energy + service costs β heat-pump annual energy + service costs
Simple payback, only when the annual reduction is positive: incremental capital cost Γ· annual operating-cost reduction
Simple payback omits financing, tariff changes, component replacement, residual value and non-financial benefits. If the annual reduction is zero or negative, a positive simple-payback period does not exist under those assumptions. Keep the spreadsheet inputs with each quote so the result can be updated when tariffs or design details change.
Property and system compatibility: what the design should contain
MCS’s heat-load guidance says heating demand should be calculated room by room using building fabric, room dimensions, air-change rates, desired internal temperatures and the local design outdoor temperature. A calculator output is not a substitute for the property survey and final design.
- room-by-room fabric and ventilation heat losses;
- the outdoor and indoor design temperatures used;
- radiator or underfloor-heating output at the proposed flow and return temperatures;
- domestic hot-water demand, cylinder, recovery and immersion strategy;
- exact outdoor unit, indoor/hydraulic unit, controller and cylinder product codes;
- weather-compensation and zoning/control strategy;
- electrical supply, protection, isolators and any network-operator requirements;
- location, airflow, condensate/defrost-water and property-specific sound assessment;
- the Heat Pump System Performance Estimate and every tariff/occupancy assumption.
Compare complete written quotes
Energy Saving Trust recommends obtaining quotes from at least three MCS-certified installers. Compare the same scope, not a low hardware-only figure against a complete installation.
- Included work: survey, design, equipment, cylinder, emitters, electrical and ground/civil work, removal, commissioning, certification, VAT and making good.
- Exclusions: planning, scaffolding/lifting, asbestos, trenching/borehole uncertainty, network upgrades, decoration and future service.
- Performance: heat demand, SPF estimate, flow temperature, tariff and hot-water assumptions.
- Consumer protection: deposit, cancellation, variation process, warranty responsibility, installer insolvency protection and complaints route.
- Handover: commissioning values, weather curve, user training, drawings, maintenance and fault support.

Who should proceedβand who should wait?
Proceed to detailed quotes when
- the current heating system is approaching replacement or a planned renovation can incorporate the emitter, cylinder and electrical work;
- the property has a viable outdoor, ground or water-source route and the designer has assessed planning and sound constraints;
- the household is comfortable with the proposed control pattern and hot-water provision;
- the economics remain acceptable after a formula-based sensitivity check using higher and lower tariff/SPF assumptions.
Wait or redesign when
- no room-by-room heat-loss calculation or final emitter schedule is supplied;
- the exact model/generation, design condition or hot-water plan is missing;
- a grant is described as guaranteed before Ofgem eligibility and application timing are confirmed;
- the quote depends on a fixed saving, fixed payback or anecdotal βreal exampleβ that cannot be recalculated;
- major exclusions or consumer-protection terms remain unresolved.
Controls, subscriptions and household data
Ask which heating and hot-water controls work locally, which need the manufacturer’s account or internet service, whether remote monitoring or optimisation has a subscription, and what happens if that service ends. A heat pump is not a media-storage product, but schedules, temperatures, energy use, occupancy patterns and remote-support access can be sensitive household data. Record retention, deletion/export, installer access, firmware support and a manual/offline control path.
Do not add third-party thermostats or close many smart radiator valves without the heat-pump designer confirming minimum flow, weather compensation and call-for-heat behaviour.

Frequently asked questions
Can I assume the Β£9,000 BUS grant on 19 July 2026?
No. The published category notice is effective from 21 July 2026, and Ofgem says the uplift applies to eligible applications properly made on or after that date. Before then, confirm the category applicable to the application with Ofgem and the installer.
Does ground source qualify for BUS?
Yes, eligible ground-source installations have grant categories. From 21 July, the Β£9,000 category includes eligible off-gas-grid ground-source systems replacing oil or LPG; other eligible ground-source categories have different values.
Are heat pumps always cheaper to run than gas or oil?
No universal claim is supportable. Use the delivered-heat formulas above with the property-specific SPF, comparator efficiency and current tariffs.
How long is the payback?
There is no honest universal figure. Calculate the incremental complete installed cost after the confirmed grant, then divide by a positive annual operating-cost reduction derived from the same heat-demand and tariff assumptions.
Do I need to improve insulation first?
The survey and room heat-loss design should identify fabric assumptions and emitter requirements. Compare the cost and effect of relevant fabric work rather than applying a generic insulation rule to every property.
